Role Description

We are hiring a hands-on, highly communicative, and experienced HR Generalist to lead day-to-day human resources operations at Howard CDM. This position reports to the Controller and works closely with leadership, project managers, and field teams.

You'll serve as a Department of One, responsible for recruitment, onboarding, compliance, employee relations, and safety support, while also enhancing culture and engagement.

We're looking for someone who brings energy, initiative, and clarity—a true generator who thrives on solving problems and building relationships.

Responsibilities

  • Manage full-cycle recruitment: job postings, candidate screening, interviews, and offer letters
  • Lead new hire onboarding, orientation, and training
  • Administer and manage employee benefits programs and handle related inquiries
  • Provide support for employee relations, disciplinary matters, and internal investigations
  • Guide compliance with California labor laws, FLSA, OSHA, and NLRA
  • Lead and document Workers' Compensation, General Liability, and Auto Claims
  • Partner with field leadership and Risk Consultant on safety programs and jobsite walks
  • Use and maintain BambooHR for all employee records and reporting
  • Support the development of HR policies, documentation, and performance practices
  • Collect and act on employee feedback to promote engagement and retention
  • Act as backup for weekly payroll processing
  • Other duties as assigned

Qualifications

  • Bachelor's degree required
  • Minimum 5 years of professional HR experience, preferably in a construction or field-based setting
  • Proficiency in BambooHR preferred
  • In-depth knowledge of California labor law and HR compliance standards
  • HR certification preferred (PHRca, SPHRca, SHRM-CP, etc.)
  • Strong interpersonal and communication skills
  • Proficiency in Microsoft Excel and written documentation
  • Organized, discreet, and confident in managing confidential employee matters

How We Determine What We Pay

Howard CDM determines pay for positions using local, national, and industry-specific survey data. We evaluate external equity and the cost of labor/prevailing wage index in the relative marketplace for jobs directly comparable to jobs within our company. Our posted salary range is based on national data and may be refined for a candidate's region/town/cost of living.

For new hires, we strive to make competitive offers allowing the new employee room for future growth. Salaries will be based on the applicant's location, level of experience, education, and specialized knowledge and skills. Additionally, we consider the external market rate, the amount we have budgeted internally, and internal equity within the company for the same position. An employee/candidate with a stronger skill set will receive higher pay
