Program Acquisition Budget Specialist
Zachary Piper Solutions is seeking a Program Acquisition Budget Specialist to support a leading defense contractor. This role entails providing strategic financial and acquisition support to senior leadership and program teams, with a focus on satellite and space systems development and execution of new and ongoing projects.
Responsibilities for the Program Acquisition Budget Specialist:
- Serve as liaison between project management, planning teams, and line management to ensure smooth execution of new and ongoing projects.
- Manage financial resourcing across diverse funding types (Procurement, R&D, O&M) using the DoD PPBE process.
- Develop and coordinate POM inputs, UFRs/UPLs, and ASP documentation.
- Support contract lifecycle activities from RFP development through award and execution.
- Assist in planning acquisition strategies for projects ranging from early tech development to full Programs of Record (PoR).
- Coordinate financial briefings and decision support for senior leaders.
- Monitor project progress and implement problem-solving mechanisms with stakeholders.
- Collaborate with SMEs to refine budgetary estimates and ensure accuracy.
- Lead and participate in financial management meetings and reviews.
- Prepare budget execution reports and respond to budget queries.
- Perform budget formulation and execution tasks across multiple fiscal years.
- Coordinate with key stakeholders in the PPBE process including SSC, SAF/SQ, SAF/FMB, OSD/A&S & CAPE, USSPACECOM, USINDOPACOM, and OMB.
Qualifications for the Program Acquisition Budget Specialist:
- Bachelor's degree in Business Administration, Finance, Accounting, or related field.
- 15+ years of experience in DoD PPBE and PPBS processes.
- Proven expertise in acquisition and program management, especially in satellite systems for DoD (SSC) or NRO programs.
- Strong understanding of POM, FYDP, Defense Guidance, UFR/UPL, ASP, and Joint Strategic Planning Systems.
- Advanced proficiency in MS Excel and PowerPoint.
- Excellent written and verbal communication skills.
- Deep knowledge of federal budgetary methods, regulations, and procedures.
- Skilled in financial data analysis and reporting.
- Active T5 or SSBI clearance with SCI eligibility and Continuous Evaluation enrollment.
- Willingness to be nominated for SCI and SAP access and to undergo a polygraph.
Preferred Qualifications:
- Professional certification (e.g., PMP).
- Experience in the National Security Space domain.
- Background supporting U.S. Government weapons system program offices or development environments.
Compensation for the Program Acquisition Budget Specialist:
- Salary: $160,000 - $200,000
