  • Acts as primary liaison to the Department of Mental Health (DMH) for all agency needs including facilitating clarification on all policy, contract, and agreement information with direct responses provided from DMH. Provides information obtained to the Chief Program Officer, Senior Director of Quality Assurance & Family Engagement, Director of Compliance, Supervisor of Health Information Management (HIM), and Supervisor of FET for vetting of information to be provided to program.
  • Establishes and maintains professional, collaborative and effective working relationships with agency staff and external stakeholders.
  • Manages and monitors analysis of quality assurance review activities including detailed review of client service chart documentation quality, timeliness and adherence to contractual and agency expectations.
  • Produces accurate and timely reports, for use by leadership, program senior leadership, supervisors/managers, and DMH. Monitors, disseminates and reconciles all Reports.
  • Works collaboratively with Family Engagement Team, HIM Team, Custodian of Records, and program Managers/Supervisors ensuring effective communication/collaboration for CII's values and mission.
  • Manages tracking systems for detailed, accurate and timely accounting of reviews in coordination with and in consultation with of other team members, such as, the HIM department, Family Engagement Team, and Custodian of Records.
  • Supports a variety of training and support activities to assist staff, supervisors and managers to promote understanding and adhere to contractual and agency quality of care and documentation expectations.
  • Identifies staff training needs, develops and maintains training manuals and/or webinars.
  • Takes the lead for the agency in preparation for external and internal program audits in communication with Senior Director of Quality Assurance, HIM, FET, and Director of Compliance and staff.
  • Takes the lead in meetings in support of ongoing quality assurance activities and standardization of compliance.
  • Develops, implements, and amends relevant policies and procedures.
  • Actively promotes highly integrated and effective care, a one-CII culture, and adherence to agency values.
  • Completes responsibilities in a professional and collaborative manner through face to face contact, e-mail, and phone contact with all follow up that may be necessary.
  • Promotes professional development and staff wellness.
  • Ensures confidentiality and maintenance of client records in compliance with HIPAA, agency policies and procedures, and licensure regulations.
  • Maintains knowledge of program standards and policies as developed by the agency, licensing and other governing bodies; develops personal and professional knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the art practices; participating in in-service programs.
  • Produce reports to provide to management to promote integrative services model.
  • Develops, Facilitates, and amends relevant policies and procedures.
ADDITIONAL DUTIES
  • Maintains working knowledge of contract requirements and quality assurance practices through reading, participation in seminars and other educational opportunities and personal contacts/memberships in the field.
  • Other duties and special projects as assigned.
SUPERVISORY RESPONSIBILITIES
  • Is responsible for the overall direction, coordination, and evaluation of the direct reports.
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

  • Is responsible for all internal and outgoing reporting information.
  • This job supervises up to 10 staff.
QUALIFICATIONS

EDUCATION & EXPERIENCE
  • Four years of managerial, supervisory experience in a behavioral health or related field.
  • Four years of program, quality assurance, billing or service navigation experience.
  • Master's or doctoral degree in psychology, social work, child development, or a related field required.
OTHER QUALIFICATIONS
  • Possesses a valid driver's license and state-required auto insurance.
  • Required to travel extensively (> 50% of the time).
  • Ability to work with minimal supervision.
  • Ability to handle confidential information.
  • Maintains patient privacy, including protecting the confidentiality, safeguarding the integrity and availability, and limiting the use and disclosure of patient Protected Health Information (PHI) to authorized individuals and entities.
  • Participates in, conducts, and sustains performance quality improvement activities according to designated role and responsibilities.
  • Sensitivity to service population's cultural and socioeconomic characteristics.
  • Excellent verbal and written communication skills.
  • Punctual and dependable attendance.
  • Free from alcohol and drug abuse.
  • Understands CII's basic philosophy and participates fully in carrying out its mission.
CERTIFICATES, LICENSES, REGISTRATIONS
  • Current and valid licensure, registration or waiver with Board of Behavioral Sciences (BBS) or Board of Psychology (BOP).

  • Must have intermediate knowledge proficiency of computer programs in a Windows environment, including Word, Excel, and E-mail.

COMPENSATION:
$84,641.00 USD - $103,262.00 USD

In accordance with California law, the expected pay range for this position is included in this posting. The actual compensation will be determined based on factors permitted by law. New hires will be offered a salary at the starting point of the range to maintain internal inequity and allow opportunity for future salary growth. CII salaries are determined based on comprehensive internal and external market analysis, as well as the skills, education, and experience relevant to each position.
