The Manager of Records and Compliance provides strategic leadership and oversight for the Centers records management, legal document handling, and compliance functions. This role serves as the Centers primary authority on the California Public Records Act (CPRA) and is responsible for managing subpoenas, court-related documents, and other legal filings. In addition, the Manager provides oversight of whistleblower complaints, WIC 4731 rights violations, and Early Start complaints. This position develops and implements policies, ensures accountability across departments, and fosters a culture of transparency, compliance, and integrity.

ESSENTIAL DUTIES

Records Management, Legal Documents, and CPRA

  • Serve as the Centers primary authority on the California Public Records Act (CPRA).
  • Oversee the intake, logging, evaluation, and timely response to subpoenas, court-related documents, and public records requests.
  • Maintain a centralized database to track records requests, subpoenas, and other legal filings, ensuring compliance with statutory deadlines.
  • Coordinate with departments to gather responsive records; ensure redactions are applied appropriately and exemption logs are maintained.
  • Manage the secure handling, storage, and retrieval of legal documents and correspondence.
  • Communicate effectively with requestors, attorneys, and court officials, providing professional, customer-focused service.
  • Ensure all subpoenas, court-related, and public records responses meet legal standards and deadlines, collaborates with legal counsel and senior leadership on sensitive or complex matters.
  • Supervise and train staff in CPRA compliance, records management, subpoena processing, and response best practices.

Complaints & Compliance Oversight

  • Act as the central point of contact for whistleblower complaints, WIC 4731 rights violations, and Early Start complaints.
  • Ensure all complaints are logged, tracked, and resolved in compliance with applicable statutes and regulations.
  • Coordinate with departments to ensure timely, legally compliant responses.
  • Collaborate with leadership to identify policy gaps, recommend improvements, and implement corrective actions.

Policy Development, Training & Program Improvement

  • Develop, implement, and continuously improve policies, procedures, and systems for CPRA compliance and complaints management.
  • Deliver training sessions for staff on compliance topics, including records retention and disclosure obligations.
  • Monitor legal and regulatory changes; update policies and procedures accordingly.
  • Prepare reports, analyses, and presentations for the Executive Director, leadership, and Board.

SECONDARY DUTIES

  • Manage technology systems, and vendor relationships related to records and compliance.
  • Partner with IT and technical staff to access and manage electronic records.
  • Perform related duties as assigned.

ENVIRONMENT/PHYSICAL ACTIVITY

The incumbent is in a non-confined setting in which they are free to move about at will. The environment for this position is mostly clean and comfortable but may include some minor annoyances such as noise, odors, drafts, etc.

In the course of performing this work the incumbent may also be required to travel via personal vehicle to other facilities and community locations as needed. The incumbent:

  • Will spend time sitting, utilizing the computer.
  • Will spend time standing/walking throughout the facilities.
  • May lift up to 15 lbs. periodically. If more, the incumbent must request assistance.
  • May stoop, bend, or stretch to access file cabinets and shelves.

The incumbent in this position may operate any standard office equipment including telephones, copy machines, scanning equipment, computer peripheral equipment, etc.

Computer software may include any or all of the following:

  • Microsoft Office including Word, Outlook, Excel and Power Point
  • Google Suite, and database systems

POSITION REQUIREMENTS

Education and Experience

  • Bachelors degree in Business Administration, Law, or related field required; Masters degree preferred.
  • Six (6) years of increasingly responsible experience in public records, compliance, legal support, or public administration.
  • Two (2) years of supervisory or leadership experience preferred.
  • Records Manager Certification or similar credential highly preferred.

Knowledge, Skills, and Abilities

  • Strong knowledge of CPRA and related federal, state, and local laws
  • Demonstrated experience managing compliance programs or responding to CPRA/public records requests in a government, nonprofit, or regulated environment.
  • Strong project management, strategic thinking, and people management skills.
  • Excellent written and verbal communication skills.
  • Proven ability to handle sensitive and confidential issues with discretion and professionalism.
  • Ability to collaborate effectively across departments and with external stakeholders.
  • Strong organizational skills with the ability to manage multiple priorities and adapt to changing demands.
  • High level of accuracy and attention to detail.
  • Proficiency with Microsoft Office, Google Suite, and database systems.
  • Valid California drivers license and state-required insurance when using personal vehicle on Center business; driving record must be acceptable to the organization and/or its insurance carrier.
  • Flexibility to work varied hours, including occasional evenings and weekends.
