Description:

The ORAT Consultant I(Familiarization, Induction and Training Coordinator) is a critical role in the Airport Operational Readiness (AOR) Division at Los Angeles World Airports (LAWA). This position is responsible for planning, coordinating, scheduling, and overseeing the quality of operational training programs. The role ensures that LAWA staff and stakeholders are trained on processes, functions, equipment, and systems for AOR-assigned projects.

Essential Duties

  • Participate in and support AOR program planning.
  • Assess training needs for all stakeholders.
  • Create training curricula, maps, and aids.
  • Develop training programs to meet stakeholder needs and ensure competency.
  • Develop orientation and familiarization courses for facility-wide and stakeholder-specific systems.
  • Review design-builder training plans, syllabi, and instructional materials.
  • Manage training for airport operations, maintenance, service contractors, and stakeholders.
  • Develop and deliver Train-the-Trainer programs.
  • Manage training schedules and quality assurance.
  • Work with design-builders to establish training quality measures and post-training evaluations.
  • Coordinate and review training with stakeholder groups.
  • Assist with filming sessions and quality reviews.
  • Support development of checklists, simulations, trials, and work plans.
  • Oversee full training program cycle: design, execution, feedback, and issue resolution.
  • Assist with project closeout and training documentation.

Element-Specific Requirements

  • Assist project closeout from a training perspective: inspections, deficiency lists, punch lists, and documentation.
  • Coordinate preparation of training syllabi and review materials.
  • Prepare final reports summarizing training delivered, issues, data, and lessons learned.
  • Understand all contractual obligations and technical requirements related to training.
  • Monitor and review training planning to identify milestones and priorities.
  • Oversee contractors and subcontractors to ensure resources are available when needed.
  • Track training progress, identify gaps, and take action to meet milestones.
  • Provide periodic training progress reports for LAWA executive management.
  • Perform additional responsibilities as required.
  • May be required to work beyond regular hours or different shifts.

Qualifications

Experience

  • Minimum 5 years in operational training.
  • Strong knowledge of training programs.
  • Familiarity with airport systems and industry practices.
  • Skills in project management, documentation, communications, and operational or technology testing.

Education

  • Bachelor's degree in Architecture, Engineering, Business Administration, Construction, Planning, or related field.
  • Preferred: concentration in training and development.

Skills

  • Strong written and oral communication skills.
  • Ability to manage multiple stakeholders and priorities.

Certifications (preferred)

  • APQC, BPMI, IxDA, HFES, ODCP, ODCC, CMC, ACMP, CCMP, PMP.
