Job Description

We are seeking a Project Manager & Estimator with expertise across residential, commercial, government, federal, tenant improvement, and restoration projects. This role involves managing every phase of construction projects, from initial estimation to final delivery, while ensuring budget adherence, schedule compliance, and quality control. You'll utilize industry-standard tools such as AutoCAD, Procore, Project Sight, Xactimate, RSMeans, iGuide, and more to plan, execute, and monitor projects.

Job Description

We are seeking a Project Manager & Estimator with expertise across residential, commercial, government, federal, tenant improvement, and restoration projects. This role involves managing every phase of construction projects, from initial estimation to final delivery, while ensuring budget adherence, schedule compliance, and quality control. You'll utilize industry-standard tools such as AutoCAD, Procore, Project Sight, Xactimate, RSMeans, iGuide, and more to plan, execute, and monitor projects.

For federal projects, familiarity with Job Order Contracting (JOC) contracts and adherence to government procedures is essential. Restoration projects will require expertise in fire and water damage assessments using precise measurement tools like iGuide and cost estimation with Xactimate.

Key Responsibilities:

Residential Projects:

  • Break down project plans using AutoCAD and set up comprehensive folders in Procore or Project Sight.
  • Establish project milestones, manage task assignments, and ensure clarity of scope.
  • Conduct internal team meetings to review project potential and set a Work Breakdown Structure (WBS).
  • Develop project schedules and prepare detailed cost estimates using CSI format.
  • Present bids to clients, incorporate feedback, and finalize project scopes.
  • Manage subcontractor bids, selections, and establish a subcontractor database for future projects.
  • Oversee kickoff meetings, daily logs, and project milestones while updating management on progress.

Commercial and Private Projects:

  • Manage new commercial construction from pre-concept to completion, using Procore and Project Sight for scheduling and task assignments.
  • Lead Tenant Improvement (TI) projects, ensuring compliance with scope, budget, and deadlines.
  • Evaluate and manage subcontractor bids and ensure vendor compliance.
  • Develop a Construction Performance Statement (CPS) outlining key performance indicators for project success.
  • Act as the primary liaison for clients, providing regular project updates and reports.

Restoration Projects (Fire, Water Damage):

  • Perform detailed scope development using Xactimate and accurate measurements with iGuide.
  • Manage fire and water damage restoration projects from demolition to final inspection.
  • Coordinate with insurance adjusters to finalize scopes and costs while complying with insurance requirements.
  • Provide clients with detailed status updates, reports, and before-and-after documentation.

Government & Federal Projects (NAVFAC, Air Force, etc.):

  • Manage projects in compliance with federal regulations and Job Order Contracting (JOC) standards.
  • Perform cost estimation using RSMeans and manage task orders under fixed-price contracts.
  • Develop and submit bids for federal agencies, including NAVFAC and the U.S. Air Force.
  • Manage federal subcontractor selection and ensure compliance with government standards.
  • Develop a Construction Performance Statement (CPS) to outline key performance indicators (KPIs) that track project success and compliance with federal contract requirements.
  • Handle scheduling and documentation using MS Project, Primavera, Bluebeam, and Procore.
  • Act as the primary point of contact for federal clients throughout project execution.

Required Skills & Software Proficiency:

  • Expertise in Xactimate (for fire and water damage restoration).
  • Proficient in RSMeans for cost estimation on government projects.
  • Advanced knowledge of iGuide, Planswift, Stack, MS Project, Primavera, Procore, Project Sight, Bluebeam, and AutoCAD.
  • Familiarity with federal bidding platforms like Bidspeed, BidClerk, and Dodge.
  • Strong skills in quantity estimating, ensuring accurate material and labor calculations.
  • Experience with Pre-construction requirements (Pre-con) for government and large-scale projects, including documentation, compliance, and planning standards.

Qualifications:

  • Minimum 2 years of experience in residential, commercial, tenant improvements, or restoration project management.
  • Strong understanding of Xactimate, RSMeans, and JOC contracts for federal projects.
  • Bachelor's degree in Construction Management, Engineering, or a related field (Master's degree is a plus).
  • PMP (Project Management Professional) certification preferred.
  • QC, EM 385, and OSHA certifications are a plus.
  • Proven ability to manage multiple projects simultaneously while maintaining a high degree of accuracy and organization.
