Northrop Grumman Aeronautics Systems has an opening for a Manager Manufacturing Systems Engineering 3 Program Portfolio Leader to join our team of qualified, diverse individuals within our Advanced Manufacturing Technology organization. This leadership role is located in Palmdale, CA.

The Manager Manufacturing Systems Engineering 3 will have the responsibility of defining, developing, implementing, and transitioning new technology solutions to manufacturing to increase efficiency, reduce cost, and improve quality. Key Responsibilities include:

  • Leads the successful execution of programmatic elements within your program(s).

  • Accountable for achieving program cost, schedule, and technical requirements.

  • Leads initiatives to drive out cost in all facets of the business area, from production to software support functions, and effectively implement change.

  • Leads comprehensive development and management of program risk & opportunity, inclusive of risk mitigation activities and opportunity realization activities.

  • Collaborates with Product Line to oversee change activities, optimize CCBs, etc. for nature and phase of program.

  • CAM responsibility for program management elements of the assigned program(s).

  • Manufacturing concept and process solutions for production applications cover advanced technologies including but not limited to composites fabrication, assembly, automation, inspection, direct part manufacturing, LO technologies, as well as digital capabilities.

  • The role requires incorporation of requirements into development plans and evaluation of performance of processes and tools to verify their efficiency.

  • Identifies and initiates corrective action of problems and deficiencies to ensure R&D contractual obligations (technical, schedule, and cost) are met and product quality is maintained.

  • Provides guidance regarding design concepts, TRL/MRL maturity, and specification requirements to best utilize resources and manufacturing techniques, ensuring compliance with regulations.

  • Interfacing with internal and external customers, program offices, engineering disciplines, and executive management.

  • Handles multiple projects concurrently in a dynamic/fast-paced work environment.

  • Utilizes budgeting and project management skills to properly scope and execute assigned work and manage project efforts.

  • Conducts performance assessments, staffing, employee development, communication meetings, compensation adjustments, training & educational oversight/approval and other routine personnel issues.

  • Assesses, prioritizes and adjusts staffing to current and projected program needs.

  • Facilitates engineering support, review and approval of Bid & Proposal (B&P) requests.

  • Supports program gate reviews as the engineering review authority, assisting in resolution of program engineering challenges (technical, financial, and staffing).

  • Coordinates across programs and functions for common efficiencies and operational gains.

  • Makes decisions that impact the organization, operations, and services.

  • Comprehends and analyzes complex problems and develops solutions.

Basic Qualifications:

  • Must have a Bachelor's Degree (STEM) AND 7 years of related professional/military experience in aviation, systems engineering, aerospace or manufacturing/production OR a Master's Degree (STEM) AND 5 years of related professional/military experience in aviation, systems engineering, aerospace or manufacturing/production.

  • Must have 3 years of prior management/leadership experience.

  • Must have an active DoD Secret security clearance (US Citizenship required) as well as the ability to obtain and maintain Program Special Access.

Preferred Qualifications:

  • Experience with using Microsoft Office Products (Word, PowerPoint, Excel, MS-Project, Visio).

  • Experience in Earned Value Management System (EVMS).

  • Prior experience operating in a dynamic environment of increasing production schedules and high delivery rates.

  • Strong Familiarity with Process Development & Controls.

  • Ability to lead through, overcome and adapt to obstacles and challenges.

  • Ability to deal effectively with change and challenges and help others to do the same.

  • Demonstrated technical leadership skills, decisiveness, and ability to make sound technical judgments with limited information.

  • 5 years of Manufacturing Engineering experience.

  • Experience in generating requirements, specifically, the ability to turn vague customer needs or stakeholder inputs into requirements.

  • Experience with production assembly/fabrication and/or production manufacturing operations.

  • Ability to travel 10-15% of the time.

Salary Range: $187,000 - $280,600

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
