Position Summary

The Human Resource Executive provides administrative and project management support to the Executive Director. Ensures plans are administered in accordance with federal and state regulations and plan provisions are followed. Works directly with Department/Site Managers to assist them in carrying out responsibilities related to employee matters. Consults with legal counsel as appropriate or as directed by the Executive Director on personnel matters. Maintains knowledge of trends and employment legislation to ensure organizational compliance. Responsible for directing activities of the Human Resources department, including recruitment, hiring, fringe benefit management, wage and salary program, staff training, policy development, maintenance of HR and credentialing files, malpractice risk management, compliance with HR regulations and laws, and all other areas typically managed by a Human Resources Department.

Primary Duties And Responsibilities

  • Create and implement department policies and procedures company-wide
  • Develop, implement and monitor department goals, objectives, and systems
  • Recruitment of all vacancies and positions including new hire orientations
  • Conduct exit interviews and employee terminations
  • Manage all aspects of benefits administration
  • Provide HR trainings to staff and management as necessary
  • Maintain and process HR actions by completing forms, reports, logs, and records through ADP
  • Attend and participate in company audits
  • Implement and monitor the Risk Management Committee
  • Maintain organization charts and employee directory
  • Administer policies and procedures for all departments
  • Maintain and update Employee Handbook and HR Policies
  • Respond to employee relation issues such as complaints and harassment allegations
  • Represent the company for hearings (EOD and WC)
  • Maintain and coordinate annual employee evaluations
  • Maintain and coordinate employee recognition programs
  • Attend meetings and seminars as necessary
  • Ensure compliance with federal, state, and local labor laws
  • Maintain positive working relationships with staff
  • Other duties as designated by the Executive Director

Physical Requirements And Working Conditions

  • OSHA Category 3 – No regular exposure to blood or body fluids; such exposure is not a condition of employment.
  • majority sedentary work
  • Requires communication, use of repetitive motions, mobility in a standard office/clinic setting, and ability to lift up to 20 pounds (with occasional lifting up to 40 pounds)
  • Must possess stamina to maintain attention to detail amidst interruptions; read hard copy materials and operate a computer; communicate in person and by phone

  • Travel up to 10% with frequent travel outside the local area (Some overnight and/or interstate travel)

Required Education/Experience And/or Licensure/Certifications

  • Bachelor's Degree in Human Resources Management and/or Business Administration, or related coursework
  • 3-5 years of progressive HR experience, including supervisory responsibilities
  • Knowledge of HR laws and regulations at state and federal levels
  • Commitment to goals and philosophy of Northeast Community Clinic
  • Valid CA Driver's License and proof of insurance
